139.01 DEPARTMENT ESTABLISHED
A Department of Public Safety is hereby established. The Department is administered by the City Manager as Director of Public Safety and consists of a Fire Chief and a Chief of Police and such other officers and employees as are appointed. The Department shall provide fire and police protection for the City and perform such other duties as required by City Charter and ordinance.

139.02 FIRE DIVISION.
A Fire Division of the Department of Public Safety is hereby established. The Fire Division shall protect persons and property from fire; provide resue and emergency services; and foster and promote fire suppression practices.

139.03 CLASSIFICATION OF FIRE DIVISION PERSONNEL.
Personnel in the Fire Division are classified according to the following rank and positions:

139.04 POLICE DIVISION
A Police Division of the Department of Public Safety is hereby established. The Police Division shall preserve the peace; protect persons and property; and enforce traffic and criminal ordinances and laws.

139.05 CLASSIFICATION OF POLICE DIVISION PERSONNEL
Personnel in the Police Division are classified according to the following rank and positions:

139.06 RULES AND REGULATIONS OF FIRE AND POLICE DIVISIONS.
The City Manager, as Director of Public Safety, shall adopt and promulgate general rules and regulations governing the operation of the Fire and Police Divisions.

139.07 POLICE AUXILIARY UNIT
A Police Auxiliary Unit of the Police Divison of the Department of Public Safety is hereby established. The Police Auxiliary Unit consists of qualified members appointed and removed by the City Manager as Director of Public Safety. The Unit shall assist and aid the Police Division and perform such duties as are assigned to the Unit by the Chief of Police.

139.08 POLICE AUXILIARY UNIT REGULATIONS.
The Chief of Police shall adopt and promulgate rules and regulations governing the qualifications, dress, weaponry, conduct, supervision and discipline of the members of the Police Auxiliary Unit while on duty with the Police Division.

139.09 OFFICERS AND BYLAWS OF POLICE AUXILIARY UNIT.
The Police Auxiliary Unit may elect a captain and subordinate officers of the Unit. The Police Auxiliary Unit may adopt bylaws in conformity with the ordinances and rules and regulations of the City.

139.10 POLICE CHIEF AUTHORIZED TO EXECUTE TAX EXEMPTION FORMS.
The Chief of the Police Division is authorized to execute, on behalf of the City, tax exemption forms seeking exemption from Federal excise taxes related to the purchase of firearms by the City to be used in law enforcement.
