111.01 MEETINGS.
Regular meetings of the City Commission shall be held, except where such Commission by motion otherwise provides, on Tuesday of each week at 7:00 p.m., or if that day is a holiday, then on the next succeeding business day; provided, however, that if the meeting required by Section 14 of the Charter at which time newly elected commissioners assume the duties of their office falls on a Tuesday, the Commission shall meet at 8:00 p.m. and not at 7:00 p.m. of such day. Further, the Commission may by motion determine to have no meeting during a particular week; provided, however, that the Commission shall meet not less than forty-eight times in any calendar year and no meeting shall be more than two weeks following the immediately preceding meeting. All the meetings of the Commission shall be held in the room in City Hall provided for the use of the Commission, unless the Commission shall determine to hold any such meeting at another location and notice of the time and place of such meeting is published in a newspaper of general circulation within the City not less than one week prior to such meeting. The City Commission may, by like determination and notice, change the day upon which any such regular meeting shall be held.

111.02 PROCEDURE FOR LEASE, SALE OR CONVEYANCE OF CITY OWNED PROPERTY.
The City Commission may, by ordinance, authorize the lease, sale or conveyance of any real or personal property owned by the City, when such property is not needed for any municipal purpose, and may prescribe the terms and conditions of any such lease, sale or conveyance. Such lease, sale, or conveyance may be authorized with or wtihout provision for advertisement or competitive bidding at the discretion of the City Commission.

111.03 SALARY OF CITY COMMISSION MEMBERS; COMPENSATION BOARD.
(a) The Mayor of the City shall receive an annual salary effective January 1 of each year as follows:
| 2000 | Twelve Thousand Dollars | $12,000 |
| 2001 | Twelve Thousand Three Hundred Sixty Dollars | $12,360 |
| 2002 | Twelve Thousand Seven Hundred Thirty Dollars | $12,730 |
| 2003 | Thirteen Thousand One Hundred Fifteen Dollars | $13,115 |
| 2004 | Thirteen Thousand Five Hundred Five Dollars | $13,505 |
The Assistant Mayor of the City shall receive an annual salary effective January 1 of each year as follows:
| 2000 | Nine Thousand Five Hundred Dollars | $9,500 |
| 2001 | Nine Thousand Seven Hundred Eighty Five Dollars | $9,785 |
| 2002 | Ten Thousand Eighty Dollars | $10,080 |
| 2003 | Ten Thousand Three Hundred Eighty Five Dollars | $10,385 |
| 2004 | Ten Thousand Six Hundred Ninety-Five Dollars | $10,695 |
The remaining members of the City Commission shall receive an annual salary effective January 1 of each year as follows:
| 2000 | Nine Thousand Dollars | $9,000 |
| 2001 | Nine Thousand Two Hundred Seventy Dollars | $9,270 |
| 2002 | Nine Thousand Five Hundred Fifty Dollars | $9,550 |
| 2003 | Nine Thousand Eight Hundred Thirty Dollars | $9,830 |
| 2004 | Ten Thousand One Hundred Thirty Dollars | $10,130 |
(b) The Mayor with consent of the City Commission shall appoint five electors of the City to a Compensation Board which is hereby established. Three members of the Board shall serve for an initial term of two years commencing July 1, 1990, or until their successors are apopinted, and two members of the board shall serve for an initial term of four years commencing July 1, 1990, or until their successors are appointed. Thereafter, members of the Board shall serve for a term of four years, or until their successors are appointed.
(c) The Compensation Board shall from time to time elect a chairperson from its membership. No person shall serve as a member of the Board for more than two consecutive terms. No person shall continue to serve as a member of the Board who fails to maintain the qualifications of an elector of the City. A person appointed to fill a vacancy to the Board shall serve for the unexpired term of the vacancy.
(d) One member of the Compensation Board shall represent the labor community, one member shall represent the business community and three members shall represent the community-at-large. On or before November 30, 1990, and at least quadrennially thereafter, the Board shall meet to consider the salary and compensation of the Mayor, the Assistant Mayor and members of the City Commission.
(e) No later than October 1 of each year thereafter that the Compensation Board meets, the Board shall prepare a report to the City Commission setting forth its recommendations of compensation for the Mayor, Assistant Mayor and members of the City Commission. The City Commission shall, within thirty days of receiving the Board's report, either approve it by ordinance or, in the event a majority of the City Commission is not in favor thereof, reject it. The proposal may not be amended or modified.
